Well, at least it could be used for contests, and therefore, not completely useless with Mew. It would also work in mystery dungeon since pokemon don't have genders in that game. Well, if it couldn't learn Attract, I'd guess that'd defeat the whole point of it being able to learn every move. Intresting gimmick, though. Attract is just a move that mew can learn for the sake of completeness that no one is ever going to use hopefully. It's essentially the same reason that mew learns flash.
Well, flash might be helpful for cutting accuracy, you never know. But mew's movepool is so diverse that he has so many better things to be doing. Even complete n00bs wouldn't use it as they would have so many other moves like hyper beam and giga impact to use instead, and they probably wouldn't try non-attacking moves. Also, I'm not sure, but are accuracy reducing moves banned in standard play? I forget. I know double team style moves are, so I would assume that flash type moves would also be banned.
